Trump Administration issued an order on January 20 directing all Federal agencies to suspend for 60 days the effective dates of rules that have published in the Federal Register but have not yet taken effect.  This order opens the door to blocking rules that the EPA issued in the final weeks of the Obama administration, including the Formaldehyde rule and revisions to the Risk Management Program facility safety rule.
There are three options available to the agencies following President Trump’s order:

  1. Withdrawing a rule altogether
  2. Withdrawing for further review and rulemaking parts of a rule for withdraw
  3. Letting a rule take effect without changes
